    What about health insurance? Premiums go up every year, and now

    there is a tobacco surcharge that smokers must pay in addition to their health
    premium. So, if you smoke, you pay extra and if you don’t smoke, you pay less.
    Insurance companies say that smokers, on average, make more trips to the
    doctor than nonsmokers because of smoking-related illnesses such as upper-
    respiratory infections, asthma, allergies, sore throat, etc.

    Q: This might be a good tip for
    those do-it-yourselfers who feel
    they are ready to tackle elec-
    trical repairs. We recently had
    an electrician come in to up-
    date the wiring in our kitchen
    as part of a remodeling project.
    During a break we were chatting, and the electrician told us an important safety
    tip. Anytime you touch a wire, you should touch it with the back of your hand —
    not your fingertips!
    The reason for this, he explained, is that the hand naturally closes around things.
    If you touch a wire with the fingertips and the wire is live, your hand may reflex-
    ively grip closed around the wire, leaving you unable to pull away. If instead you
    touch the wire first with the back of your hand, and it is live, you will be able to

    Novel Idea: Automatic Claim Approval
    Now here’s a novel idea, one the Department of Veterans Affairs certainly wouldn’t
    have come up with on its own: approve all VA claims automatically and look for
    fraud later.
    Interesting, isn’t it? It is, after all, how we pay taxes. We send in our forms, get a
    refund, and later on somebody takes a closer look to see if we’ve lied.
    The thing is, this idea isn’t brand-new. It was put forth in 2007 by Harvard profes-
    sor Linda Blimes. Back then she said that three times the projected number of
    casualties from the Gulf War had been treated at VA medical centers, and nobody
    planned for it. Even the Vet Centers are swamped. Meanwhile, claims are stacking
    up, and the wait times leave too many veterans languishing without help.
    When the VA said it would hire more claims processors, Blime responded, “A
    better idea would be to stop examining each application and instead automati-
    cally accept all disability claims, then audit a sample (like the Internal Revenue
    Service does for tax filings) to weed out fraud. Or at a minimum, simple claims
    should be fast-tracked and settled within 60 days.”
    She said as much at a House hearing last year after she’d participated in a study
    of the VA with the Government Accountability Office.
    And now it appears that Blime has been tapped to join Obama’s transition team to
    take a close look at the VA. No matter whom you voted for, it’s heartening that
    someone with these ideas was recruited for such a position. You know she was
    vetted six ways from Sunday, so surely they know her views.
    Dr. Blime isn’t a veteran, but what if they appointed her to be secretary of the VA?

    Resolutions: Will 2009 be Different?
    I’ve made my New Year’s resolution a little early.
    I found out about a “healthy heart” exercise program through the local hospital.
    Classes meet at the college in an indoor arena with a walking track. (The bonus is
    that the building is heated.) I go three times a week at dawn and combine fast
    and slow laps around the track with mild stretching exercises run by two employ-
    ees of the hospital’s program.
    So far I like it. It’s a chore to get there before the sun is up (we have to be finished
    before the college students swarm in), but once I’m there and working out, I’m
    energized for the rest of the day.
    My resolution, then, is to keep at it. Perhaps if I do this now, before I actually
    need a “healthy heart” program, I might not ever need it at all.
    Are you going to make any resolutions this New Year? Here are a few ideas to
    think about:
  • Volunteer on a regular basis. Grocery-shop for a neighbor once a week. Knit
  • mittens for kids or helmet liners for soldiers. Sign up to deliver Meals on Wheels.
    Drive cancer patients to chemo. Take a class now so you can be a volunteer tax
    preparer in the spring. Sign up with a local charity for a set number of hours per
    week. There’s always something that needs to be done.
  • Do something for your mind every day. Explore new authors you haven’t read
  • before. Ask about auditing college courses for free, or if there isn’t a school near
    you, check for online classes. Tackle more difficult crossword puzzles.
    If you’re like me, resolutions are hard to keep. But maybe, just maybe, this year
